US IMPORT INVOICE REQUIREMENTS FOR STEEL AND ALUMINUM


Effective immediately, all A&B Precision Metals, Inc. U.S. imports must comply with the following commercial invoice and document requirements in accordance with U.S. Presidential Proclamations 10896 (Steel) and 10895 (Aluminum) issued under Section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) AND Executive Order 14257 (Regulating Imports With a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits).


REQUIREMENTS FOR STEEL OR ALUMINUM ARTICLES AND DERIVATIVE ARTICLES

(CONTAINING NON-U.S. ORIGIN STEEL OR ALUMINUM)


• Derivative articles not classified in HTS chapters 73 or 76 that contain steel or aluminum content:

 o Declare the value of non-U.S. steel or aluminum must be reported separately from the total value of the article.

 o Declare the quantity of non-U.S. origin steel or aluminum must be reported in kilograms.


• Country of melt, smelt, pour, and cast must be declared, see the following instructions.


MELT, SMELT, POUR, AND CAST DOCUMENT REQUIREMENTS FOR ALL STEEL AND ALUMINUM IMPORTS


U.S. Origin Steel and Aluminum:

While the value and quantity of U.S. steel or aluminum do not need to be separated, all U.S. steel and aluminum content must be declared on the import entry. Supporting documentation is required, such as a mill or smelt statement, and must clearly identify the U.S.A. as the country of smelt, melt, and pour.


• Steel Melt and Pour document requirements:

 Steel articles and derivative steel articles, a mill certificate from the U.S. producer that clearly states U.S.A. as the country where the steel was originally melted and poured.


• Aluminum Smelt and Cast document requirements:

 Aluminum articles and derivative aluminum articles that were smelted and cast in the U.S., a smelt/cast certificate from the U.S. producer showing U.S.A. as the country of smelt and cast.


Non-U.S. Origin Steel and Aluminum:


• Steel Melt and Pour document requirements:

 o Products of iron or steel (bars, rods, plates, tubes, profiles, etc.), shipping documents must state the country where the steel was originally melted and poured.

 o Derivative steel articles, shipping documents must state the country where the steel was originally melted and poured, or list “Other.”


• Aluminum Smelt and Cast document requirements:

 Aluminum articles and derivative aluminum articles, shipping documents must state the following:

 o Primary Country of Smelt

 o Secondary Country of Smelt (if applicable)

 o Country of Most Recent Cast


COMMODITIES SUBJECT TO RECIPROCAL TARIFFS THAT CONTAIN ≥20% U.S. ORIGIN CONTENT


• Declare the value of U.S. content separately if it is => 20% of the total value of the item.

 o U.S. content will not be subject to reciprocal tariff.

 o Reciprocal tariff will be assessed on the non-U.S. content.
